We discussed this at length on the 26 June call [1]. What emerged is that there seems to be agreement on the assumption that for future card on file transactions, that there are sufficient relationships among relevant parties that have already been established and that enable these (backend) interactions. I plan to update the card-on-file use case description to make explicit that the group is assuming these relationships exist. The implication is that less data may be required in the response because of these existing relationships.
