[w3c/webpayments-methods-tokenization] How are future card on file transactions supported through dynamic data? (#44)

@mweksler, for discussion:

In discussion with @tricky456 this topic came up: for future card on file transactions, requesting a new cryptogram will improve the likelihood of successful authorization. However, the original token came through Payment Request API so there has not necessarily been a direct communication yet between the merchant and the token service provider. What is the best way for the merchant to request a new cryptogram?

One note is that a 3DS cryptogram might help here.
