Re: [w3c/payment-handler] Make Origin and Instrument Display section non-normative. (#241)

Hi @msporny,

This is not the proposal I anticipated based on conversation today. I expect essentially
one new sentence in section 8, reflecting consensus:

 * User agents are expected to favor user preferences for payment handler display
    order over other preferences.

I do not support the much longer proposal.
