[w3c/payment-handler] Make Origin and Instrument Display section non-normative. (#241)

This PR makes the entire "Origin and Instrument Display" section non-normative and moves it to the "Security, Privacy, and User Experience Considerations" section.

I endeavored to make as few changes as possible, only re-writing text to fit the non-normative direction.

If Editors prefer to delete parts of the rewritten text, please include suggestions in the PR comments and I'll update as appropriate.
