I have also attached PDF versions of the report and presentation to those that can't access Google Docs from their work machines. +1 great work Claims and verifications of claims *should* happen at the data layer. This is in line with the web evolving from a web of documents towards a giant global graph. Mixing this with the protocol layer is not very clean architecturally, but *may* offer some advantages in the software, by resuing some of the built in features of the web, namely, HTTP.
