All, we're looking for broad feedback on all the links above, so if you
have thoughts, please let us know what they are. I have also attached
PDF versions of the report and presentation to those that can't access
Google Docs from their work machines.

Claims and verifications of claims *should* happen at the data layer.  This is in line with the web evolving from a web of documents towards a giant global graph.  Mixing this with the protocol layer is not very clean architecturally, but *may* offer some advantages in the software, by resuing some of the built in features of the web, namely, HTTP.

I'd almost suggest that reusing JSON LD you can do this already, tho perhaps more details to be sketched out on that one.
