Confusing wording in 4.2. Collection directory format

In WOFF2 section 4

Is that "two or more pairs"? Or "two or more unshared tables" (i.e one
pair)?

I'm just trying to parse out the second clause of the sentence - there
are a lot of "may" in there. Is it saying "may have a pair that is not
shared"?  If so, perhaps:

>> that font collections may have one or more pairs of glyf / loca
>> tables that are not shared.
