WOFF2 spec changes:

1.       Implemented action 143 (replaced Transformed 'glyf' Header table with Transformed 'glyf' Table including all data stream definitions, see subclause 5.1 for details) and added a new UA conformance requirement for reconstructed 'loca' table. (The new requirement may affect the definition of the relevant CTS tests for 'loca' since we can probably create a combined test that checks for both the existing 'loca' mandates and the new one.)

2.       Implemented action 144, added a paragraph about check sums in clause 5 and two new UA conformance requirements (needs review and CTS plan update).

3.       Implemented action 147, added a language on bounding box calculation. Added the conformance requirements for authoring tools (covering various cases for both simple and composite glyphs) and corresponding UA conformance requirements.

4.       Actions 150 & 151 - edited the text of the section 3 and section 7 to remove any references to Brotli compression w.r.t. private data block.
