Alsol, ISSUE-40 is not closed formally. See minutes, which are 
authoritative:

The "take away" is great, but not authoritative. There was not a 
successful formal closure of ISSUE-40. I see you've updated 
issue-tracker Virginie, but that's incorrect. You have to make sure the 
decision is done formally, so I've kept it as open. We should at least 
review it and do formal consensus.  What we got last meeting was a lack 
of consensus to close the issue and Mike Jones with an action.

  ACTION: Mike_Jones to look at import/export proposal from Netflix and 
make suggestions for API draft [recorded in 
http://www.w3.org/2013/02/18-crypto-minutes.html#action01].

Which he didn't do, which is why I brought up the use-case again.
