Call for Consensus: Publish FPWD

Hey all,

At the F2F in Berlin today, there was agreement in the room to publish the
current version of the spec as our First Public Working Draft.  We also
agreed that our process for future WD publications will be:

- As issues come in, they will be triaged into WD milestones
- Once a milestone's issues are resolved, the editors may publish a new WD

This is a formal call to confirm consensus on these points.  If you have
any comment on these decisions, please reply to the list no later than
Friday, May 20th.
