It would be useful to review these before webarch is completed,
so as to resolve inconsistencies between the "ownership" model
in the webarch document and the operational view that a URI scheme
defines meaning, rather than the "owner".

Schemes
	Author(s)	: T. Hansen, et al.
	Filename	: draft-hansen-2717bis-2718bis-uri-guidelines-00.txt
	Pages : 19
	Date : 2004-10-18

This document provides guidelines and recommendations for the
definition of new URI schemes, and a mechanism to register those URI
   schemes.

This is a first draft attempt to capture the sense of direction for
updates to RFC 2717 and RFC 2718. These changes were discussed at
   the August 26, 2004 URIREV4 BOF: see
   http://lists.w3.org/Archives/Public/uri/2004Aug/0007.html for the
minutes. Please send comments to uri@w3.org.
