CfC to publish WebCryptoAPI2 as a FPWD.

Hey folks,

In yesterday's WG meeting, we noted that the current editor's draft of Web
Crypto contains a ~decade of fixes, and some functional additions we
explicitly added to our charter in 2023. I'd like the group's formal
consensus to advance the current editor's draft to FPWD, and to work
towards a CR that we can update/snapshot over time as per the current
Process.

accordingly. I'll close that issue on 2025-03-27 to give folks time to
respond.
