CfC to publish SRI2 as a FPWD.

Hey folks,

We've discussed beginning work on a "Level 2" of SRI in our last two WG
meetings, and folks on those calls have seemed generally in favor of doing
so. I'd like the group's formal consensus to do so, beginning by publishing
the current editor's draft as a FPWD, and working towards a CR that we can
update/snapshot over time as per the current Process.
