I'd suggest raising the appropriateness of normative references to WHATWG specs in the TAG or with the Director. We have to take direction from there to advance our technical reports. As far as I know it's fine as long as the W3C doesn't have an equivalent specification available. In any event it would be good for the CSP community to look into this as it will happen eventually and it would be better to address the gaps, if any, now rather than much later when implementations are more entrenched. -- http://annevankesteren.nl/
