[webappsec] ACTION REQUIRED: Call for Consensus on new WebAppSec WG Charter

This is a Call for Consensus on a new Charter for the WebAppSec WG, attached.

As this charter contains new scope, it must be submitted by the director to the Advisory Committee for approval once the WG has endorsed it.  As it contains new liaisons and a possible joint deliverable with the HTML WG, that group will need to review and endorse it as well.

Because this charter contains new scope it is also EXTREMELY IMPORTANT that all of our existing members review it and get approval at the appropriate level of authority in your organization for your continued participation with the additional proposed work products.  If you have questions about this, please ask your Advisory Committee Representative.
In particular, you will be subject to the "Licensing Obligations of Working Participants" as defined in Section 3 of the W3C Patent Policy, (http://www.w3.org/Consortium/Patent-Policy-20040205/) which includes but is not limited to an obligation that you "shall agree to make available under W3C RF licensing requirements<http://www.w3.org/Consortium/Patent-Policy-20040205/#def-RF> any Essential Claims<http://www.w3.org/Consortium/Patent-Policy-20040205/#def-essential> related to the work of that particular Working Group."

Please take a look at the proposed new "Sub-Resource Integrity" deliverable and ensure that your organization is willing to continue to participate with this in scope for your patent licensing obligations.

As I realize that this level of approval may take some research and time, this Call for Consensus will remain open until our first meeting of 2013 on January 15. (our current charter does not expire until March)
