[webappsec] TPAC chatlog cleanup

I'm not sure I'll be able to get the TPAC chat logs cleaned up in time for approval on tomorrow's call.  They're a bit rough due to some inconsistent use of /scribenick.

Anyone want to volunteer to take one day's worth and smooth over some of the edges today or this week?
