RfC: Manifest for web application

Marcos considers the Manifest for web application `feature complete` so 
this is a Request for Comments using the following ED as the basis:

   <http://w3c.github.io/manifest/>

If you have any comments, please send them to public-webapps @ w3.org or 
file an issue via github <https://github.com/w3c/manifest/issues>.

Marcos reports implementation of this spec is now happening in Chromium 
and Gecko and parts have shipped in Chrome.

Assuming this spec continues along the REC track, eventually, there will 
be a CfC to publish either a LCWD [LC-2005] version of the spec or a 
[CR-2014] verison (if we want to move this specification to the 2014 
Recommendation process [PD-2014]).
