A good measure of interop is a test suite that actually tests edge cases 
(something that a web page is unlikely to do in general) and passes in 
both UAs.

Put another way, you don't need a spec to reach the "web page that works 
in both implementations" level.  You just need some generic agreement 
and a small bit of reverse engineering...  It's the edge cases you 
typically need a spec for.
