I agree bogus bug reports are a distraction and I also tend to agree 
with Glenn that the issue isn't quite large enough to warrant creating 
YA list.

I'd rather have to handle a couple of bogus reports than for important 
bugs to be missed by someone that didn't know about a bugs list.

For now, I propose we take a wait-and-see position on this issue.
