Inspired by the AI review from Annes I've opened this issue https://github.com/tc39/proposal-thenable-curtailment/issues/21 and this PR https://github.com/tc39/proposal-thenable-curtailment/pull/22 -- we should flip the proposal to fail safe rather than fail open.
