[w3c/gamepad] Gamepad.touch is accessed before declaration (Issue #235)

nondebug created an issue (w3c/gamepad#235)

In the steps for "To record touches for gamepad", step 2.2 sets `touch.surfaceDimensions` before `touch` is declared in step 2.3.1. This step should be moved inside the loop after initializing `touch`.
