[w3c/manifest] chore: only republish when the spec or its images change (PR #1250)

Only republishes the spec when index.html or a file under images/ changes on main. Pull request validation still runs on every change.

This change:

* Is a "chore" (metadata, formatting, fixing warnings, etc).
