[w3c/manifest] editorial: list localizable members and include shortcut items in the definition (PR #1249)

Closes #1230

Lists the localizable members in a note, and changes the definition of localizable member so it covers shortcut item members too. Based on Diego's #1245, which targeted gh-pages by mistake.

This change:

* Makes editorial changes (changes informative sections, or changes normative sections without changing behavior)
