[w3c/manifest] editorial: fix typos, grammar, and a stray definition (PR #1233)

Closes #1227

* Makes editorial changes (changes informative sections, or changes normative sections without changing behavior)

Removes the stray "and" and the unreferenced `cannot be used together` definition reported in #1227 (the latter was tripping ReSpec's no-unused-dfns linter), and fixes a handful of other typos and grammar errors found while reviewing the prose: a doubled "a", "member are"→"member specifies", "a update"→"an update" (x2), "an user"→"a user", a missing "to", "they wants"→"they want", "their are"→"they are", and "tproprietary"→"proprietary". No normative or behavioral change.
