## Pull request overview

Splits the existing combined “Privacy and security considerations” appendix content into two explicit subsections (“Privacy considerations” and “Security considerations”), aligning the document structure with CR-transition questionnaire guidance while preserving the existing `#priv-sec` anchor.

**Changes:**
- Introduces two new subsections under the existing `#priv-sec` appendix section: Privacy considerations and Security considerations.
- Regroups the existing paragraphs into the appropriate subsection without changing the surrounding appendix structure.
