[w3c/manifest] Split privacy and security considerations into separate sections (PR #1224)

Splits the combined privacy and security considerations appendix into separate Privacy considerations and Security considerations subsections, as recommended by the Security and Privacy Questionnaire for the CR transition. No prose is changed: the twelve paragraphs are only regrouped under the relevant subsection, and the #priv-sec anchor is preserved so the media type registration reference still resolves.

Makes editorial changes (changes normative sections without changing behavior).
