Right, we are scoped to permissions that relate to user agents/browsers.

That's again a valid point. But it goes back to what Anne was asking before... right now, this spec (for better or worst) "owns" the "permissions" concept, very much on purpose: this is because we very much want to centralize the concept and have anyone dealing with permissions (for user agents) to go through us.   

So, this gets us back to if/where is there confusion: Ok, and now I see https://w3c.github.io/poe/ ... there's was clearly a lack of coordination (not unexpected! W3C works on a lot of stuff). 

So, does the ODRL stuff have anything to do with browsers? Like, when a permission is violated? (I've not read the ODRL documents)
