You can use an ODRL Policy to express actions permitted/prohibited over an "asset" (which could be an application), including constraints and obligations on parties.  BUT I am not advocating that here.

Since, as you say, "we are scoped to permissions that relate to user agents/browsers", then let that naturally be part of the title of your TR.

FYI: The Linked Storage WG has just released their WD that includes "permissioned access":
