It seems like the "big thing" that we may (or may not) want to change is whether insert step set registry for null registry element, given that it doesn't seem too controversial on having ability to create element with null registry imperatively/declaratively. The main thing is that if we insert the null registry element into the document it will automatically pick up the registry from the parent under current spec whereas there are scenarios mentioned by @sorvell that we may want to keep the registry null for the given elements.
