Just a heads-up: Chromium is holding off on shipping scoped custom element registry for now. We want to resolve this issue and https://github.com/whatwg/dom/issues/1413 first to avoid introducing any incompatible changes down the line.
@rniwa @annevk would like to get your inputs on these issues.
