I suspect removing registry restoration on insert will break the use case that uses declarative shadow root to create null registry element and inserting the element back to places with registry. Is that a more common pattern comparing to scenario where we want to keep the registry null? @annevk @sorvell 

If we all agree that we’re open to an attribute for element to leave its registry null like how declarative shadow root works, I’m leaning more towards keeping the current behavior in spec for insertion as the new attribute will be able to offer a way for us to have null registry element in the document.
