@annevk I went through the discussion thread, this seems to be the last time whether initialize should run upgrade is discussed without a final concensus. https://github.com/whatwg/html/issues/10854#issuecomment-2575483014

I’m curious to know what the use case is for calling `initialize` but does not want to upgrade, but so far it seems like upgrading along with `initialize` is a more common scenario, perhaps we can add a parameter on initialize to give user control to not upgrade if we do have use cases for it?
