Accounting for RFC updates is really the most tedious nonsense. I'm glad we don't really have that cross-reference issue in the web platform anymore.
I still need to double check this, but it's a start. Fixup commits most welcome.
(I attempted to use the IETF URLs that I think we prefer. Can we document that policy somewhere?)
