Re: [whatwg/fetch] Do we need any logic for QUIC connection migration? (#1326)

I'm not familiar with this, but I think there are some things we need to talk about probably. @ricea probably knows better.

Things that come to mind:
* We need port blocking to be clearer about local and remote ports. And port blocking needs to continue to apply presumably.
* We need to figure out what it means if the migration would go to a local IP address. Whether that impacts https://wicg.github.io/private-network-access/.
