@songql Are you suggesting that we don't need this proposed feature, because the action URLs should be stable, and therefore we should use the URL as the primary key?

That makes some degree of sense, after all, if the user bookmarked a URL then they should expect it to work in perpetuity, so why should shortcuts be different? But this is somewhat different because if you change your URL (and let the old one redirect to it), you should be able to update your manifest to point to the new URL. And if you do that, you risk user agents breaking the existing shortcuts. So you're kinda stuck being unable to change the canonical URL of your shortcut.
