As a web app or web site, different urls provide different function. It's not the same function if the developer change the url. The developer should redirect to the new url for compatibility if you it's means same or function upgrade.

And I agree with the point of @alancutter :

> I would be surprised if the fully qualified ID was ever written by site developers.
