Re: [w3c/ServiceWorker] Should register() trigger an update if only updateViaCache changes? (#1414)

I guess I feel like "settings" should not be arguments to register() but separate APIs like navigationPreload.

I can kind of see how a temporary error might prevent the desired cache mode from being set, but I wonder how bad that would be in practice.  In theory this same register() call would be invoked the next time the page is loaded anyway for most sites, etc.
