Re: [w3c/manifest] Allowing only site-triggered install prompt (#627)

I propose that if a user has tapped twice on a page, the time limit requirement should be eliminated. For Chrome I think it is 30s. 

For example, the user comes to my app, signs up for an account. More than one tap on page is an enough indicator of interest. 

Any thoughts?
