[heycam/webidl] Bikeshed conversion (#158)

Alright this is the output of the conversion pipeline + some manual editing.

A few more manual fixes to make before this is shippable. Will update this comment when done.

Please refrain from editing `index.xml` at this point as the merge process will be tedious to say the least. :)
