[w3ctag/spec-reviews] Progressive Web Apps (#123)

@slightlyoff [wrote a post](https://infrequently.org/2015/06/progressive-apps-escaping-tabs-without-losing-our-soul/) defining progressive web apps. Many people are now talking about PWAs and building PWAs but there is no clear definition and some have started building PWAs which do not seem to embrace web best practices (e.g. [thematic consistency](https://www.w3.org/TR/mobile-bp/#tc)). Should the TAG take a role in encouraging progressive web apps are built in the context of the web and not as just another way to build a mobile app?
