Re: [webcomponents] Add attributeFilter (#367)

Bikeshed: Can we avoid to use a term of 'filter' in `attributeFilter`?
Because "never queue attribute changed callbacks" is now the default behavior, 'filter' sounds weird to me.

`observedAttributes` or something might be better.
