The changes LGTM. I took a look at adding use counters in Blink, but it looks a bit messy, and I'd need to spend some more time untangling the two `getElementsByTagName` modes (HTML and non-HTML) and `getElementsByTagNameNS`, as internal code paths are shared in ways that will break.
