Re: [webcomponents] Resize events needed? (#352)

Oh, I just asked @greggman to open an issue here: https://github.com/whatwg/dom/issues/149. I don't see why resize events would have anything to do with the DOM standard. They're part of rendering. So either here or CSS. I figured here would be a better start since we've been discussing scenarios like this for a while, no?
