Re: [uievents] Add a note to document of default action of KeyboardEvent for allowing UA not to fire key events for some shortcut keys (#65)

In practice Webkit and Blink are already doing this, and I am fond of Webkit's implementation ( new tab, new window, reload and location field focus are all reserved for the UA )
