Re: [w3c/manifest] The new explainer ties the manifest with the concept of install ability (#536)

@marcoscaceres but this is not the main goal for the manifest. This is OK to explain the [_installable web applications_ section](https://www.w3.org/TR/appmanifest/#installable-web-applications) but not to be the explainer for all the standard.
