Re: [w3c/manifest] The new explainer ties the manifest with the concept of install ability (#536)

As editor of the spec for last 3+ years or so, Im pretty sure that it is the primary focus 😊 We may find new uses for it, but no real ones exist yet (in real shipping products). Once those products do appear, we should totally update the explainer. Otherwise, we would be doing a deservice to devs by claiming the manifest will do things for them that it won't realistically do.
