Re: [w3c/webcomponents] Styling of elements where attachShadow(...) not allowed (#376)

Custom elements will be supported but only for ones that don't extend subclasses of HTMLElement. See http://www.w3.org/2016/04/05-webapps-minutes.html  We opposed but I guess the working group's consensus to keep it in the draft until it becomes clear that the feature won't be implemented by all major browser vendors, which we've said to do (i.e. don't support it).
