"Agreed upon" is not a correct characterization of the 2012 change to the spec; as far as I can tell it was made by the editor without actually getting any sort of consensus reply from implementors, in the usual whatwg way....

That's mostly an indictment of some of the operating procedures of whatwg, though.  I agree that the change is not nice to Apple; I was not even aware they were planning to change their long-standing implenentation after so many years....
