"primary" or "administrative" or something. We have heaps of mailing lists, and I agree that we shouldn't change the lists people are working on.

So the big question is if we should shift (in practice, cc minutes etc) all the administrivia announcements (what Art will call make-work) to html-admin which is specifically designed for the purpose, or figure out how to divide between more lists.
