Re: [webcomponents] Composition Algorithm shouldn't unwrap slots (#308)

I'm thinking to adding the following changes to the spec:

- Include slots elements in the composed tree. Issue #308.
- Add fallback contents capability for slots.  Issue #317
- Add a new API, getAssignedNodes(). Issue #322
- Make slots elements be always *slots*. Issue #321.

A blocking issue might be how '::slotted' should behave. I'll file an issue for that.
