Re: [charter-html] Indicate relationship with the WHATWG (#112)

The fact is that I continue to get occasional feedback based on the out-of-date fork, meaning people's time is being wasted. If indeed the only reason for a fork is IPR, we should just label it as such to avoid any and all confusion.
